cannot locate/add dependency module

I am devoting code divided over two modules in one suite, each of which uses classes in modules in a second suite.

The problem I have is that in one of the two modules I cannot add the dependency. Inspecting the NB project properties of the two modules there are two differences shown below. I don’t know how these differences came to be. In any way I have not found the way to change the misbehaving module.

In the working module the project libraries wizard looks like this:

In the misbehaving module the project library wizard look like this, showing only an “Add…” button instead of two buttons, “Add Dependencies...” and “Add New Library…” Also, the platform drop down menus are not greyed out, while showing the same value.

The problem I have is shown in the following two screen shots. The first one shows the result of clicking “Add…” and typing a search string “femto.” The result is empty. In contrast, the next picture of the dialog in the other module project after clicking “Add Dependency…” and entering search string shows the package I need as dependency.

What can I do to get the desired behavior in my NB module project?
